PHS Community Services Society (PHS) observed significant housing growth by adopting three buildings (291 units) in fiscal 2025/2026. We also have another exciting affordable housing development project underway on Powell Street. These housing projects increase our capacity to provide a range of housing options for members of our community.
“With the need for supportive housing being so acute, we are keenly aware of the importance of maintaining the current supply and encouraging investments in non-market housing to support the most vulnerable people in our community,” says Jennifer Lapierre, Senior Manager of Housing. We are proud of our efforts to increase non-market housing in what we see as very gritty times for non-profits.”
The three new supportive housing sites include the Dominion (63 units), Hotel Canada (150 units) and St. Helen’s Apartments (82 units). Residents at these sites have access to mental health workers, harm reduction and life-skills support, as well as home support staff to assist with suite upkeep and daily living. Additionally, residents have access to a daily food program to support their wellness.
Today, PHS’s total housing portfolio includes 2,045 units (41 operational sites) of supportive housing and housing placements, as well as 220 shelter beds (4 operational sites) located in Vancouver and Victoria.

FUTURE HOUSING PROJECTS:
We look forward to opening 158 units of new affordable housing in 2028. Part of our rationale for this development includes increasing accessibility of affordable housing for staff working in essential services.
Rents for this housing model will be set for social assistance rates, rent-geared-to-income, or below-market rental housing.
“Adequate and affordable housing is a very basic need and an essential building block of a healthy society,” says Devinder Sekhon, Chief Financial Officer. “This kind of development is a small step in that direction.”
