Program Operations Manager, Onsite
PHS Community Services Society is hiring a Program Operations Manager (POM) to oversee our Onsite recovery-oriented programs in Vancouver.
Onsite is located directly upstairs from Insite and offers a continuum of services. Reporting to the Senior Manager of Programs, the Onsite POM is responsible for the management of Onsite Detox (2nd floor), Onsite Transitional Housing (3rd floor), and the Supportive Independent Living Services (Offsite).
This position works closely with Vancouver Coastal Health (VCH) in a multi-disciplinary setting to co-manage all operations and emergency issues relating to a withdrawal management program under the Community Care and Licensing Act. Focusing on risk mitigations, the POM will provide regular assessment, tracking, reporting and follow-up of program goals and services, ensuring contractual and licensing adherence, and staff management.
In addition to PHS’s harm reduction approach to detox and supported recovery at Onsite, this position will take a leadership role in the successful delivery of new initiatives including the integration of safe supply treatment within a withdrawal management setting, as well as new aftercare alumni programs that support residents in their return to community.

This position is located in Vancouver’s Downtown Eastside, in easy walking distance of Downtown, Chinatown, Gastown and the Seawall. There are good transit links – we’re a couple of blocks from the Stadium-Chinatown SkyTrain station.

Responsibilities
Job duties include (but are not limited to):
- Responsible for the recruitment, on-boarding, training and retention of employees.
- Coaches staff on developmental plans and conducts regular performance reviews.
- Must ensure effective employee relations and risk management, meet required deadlines, as well as work in collaboration with key internal and external stakeholders to achieve excellence in programs and related services within a complex multi-site environment.
- Directly supervises coordinators, mental health workers, independent contractors and directs work for all staff and volunteer activities associated with the sites.
- Establishes a positive rapport with our VCH partners, ensuring the continuance of programs in alignment with funder mandate and community need.
- Responsible for employee attendance management including timesheets, absences due to injury or illness and shift adjustments, filling unfilled schedule vacancies and last-minute shift coverage, reviewing schedules in advance to identify potential upcoming issues and collaborating closely with the coverage team.
- Responsible for ensuring compliance with collective agreements and all other employee policies and procedures.
- Investigates work conduct and staff performance and facilitates any necessary remedial action or progressive disciplinary action up to and including termination through participation in grievance processes and other labour relations matters.
- Responsible for adhering to all licensing requirements and mandates under the Community Care and Licensing Act for detox and supportive recovery programs.
- Responsible for the effective and supportive communication between staff, participants, volunteers, community agencies and service providers, maintaining respectful, responsive working relationship with VCH, service providers and community partners.
- Responsible for oversight of monthly billing to the Ministry of Social Housing Development (MSHD).
- Liaises with partner organizations and outside agencies in supporting participants’ access to community-based services including housing, health care, social services, financial aid, and supportive employment.
- Responds to escalated participant concerns and complaints.
- Initiates a coordinated response in crisis situations and immediately notifies senior management.
- Prepares for annual program reviews and ensures that violent risk assessments (VRAs), operations manuals or books of knowledge (BoK), and program procedures are up-to-date.
- Maintains the overall occupational health and aafety (OH&S) program, ensuring all staff are properly trained and operating in accordance with the law and established best practice.
- Represents the employer at internal OH&S sub and central committees and harm reduction meetings, and in external funder operational, Joint OH&S and community stakeholder meetings.
- Oversees specific program budgets, responsible for monitoring expenditures, performing variance analysis, and reporting to senior management.
- Assumes a leadership role in new start up programming, planning, developing, and implementing new initiatives in response to demonstrated community needs and evaluating program success.
- Conducts qualitative participant feedback surveys and community needs assessment to inform program operations.
- Works with senior managers to monitor and report on program deliverables, program evaluation and outcomes, and participate in strategic program planning based on community feedback.
Education and experience
- Bachelor’s Degree in a relevant area and five to seven years of management experience or equivalent combination of education, training, and experience.
- Knowledge of budget management.
- Demonstration of superior interpersonal skills with a preference to working as part of a team.
- Proven ability to be highly self-motivated, demonstrated initiative and recommend changes when required to improve operations.
- Ability to exhibit cultural sensitivity and empathy.
- Excellent communication and conflict resolution skills.
- Excellent judgment in crisis situations.
- Strong knowledge and practical understanding of harm reduction approaches.
- Candidate must undergo a criminal record check.
- Candidate must have valid BC Driver’s License and clean driving abstract.
- WorkSafeBC Level One First Aid and CPR.
Terms of employment
Job type: This role is an excluded, full-time permanent position.
Salary: $86,000- $88,025.60, depending on experience.
Hours: Monday to Thursday 8am to 6pm.
